Senior Water and Sanitation Specialist in the World Bank’s Water Unit. Provided technical support to lending operations for rural water supply, and managed knowledge and learning activities for water specialists within the Bank.

Evaluated socio-economic impact on beneficiaries of Danish mixed credit support to projects in Ghana, Maldives, China, and Vietnam.
Identified stakeholders in an urban environmental project in Tanzania (Tanga).
Evaluated Danida rural water program in Uganda and rural water supply project in Karnataka, India.

Conducted field study in Malawi of the sustainability of rural water systems (Afridev handpumps and piped schemes) constructed with a participatory approach.
Reviewed Danida rural water and sanitation project in Tanzania.

Undertook short-term consulting assignments for Danida on socio-economic issues such as community participation in water supply programs
Undertook a long-term assignment to develop and manage the community component of the Danida rural water supply and sanitation program in Mbeya, Iringa, and Kagera Regions, Tanzania. Designed and developed a highly-regarded activity to provide post-construction support to the community management of water supplies. Designed and implemented training program for project field staff.

Finalized research on politics behind a French-financed hydropower dam in Kenya. Findings published in Politique Africaine (no. 40, 1990) and Cahiers d’Etudes Africaines.
Senior Socio-economic Adviser, Hifab International, 1986 – 1990
Worked on the SIDA-assisted Water Financial Management Project in Embu, Kenya. Developed and managed the activity to form community water boards and hand over to them rural piped schemes which had previously been operated by the government.
Worked on the SIDA Health and Sanitation through Water (Hesawa) Program in Mara, Mwanza, and Kagera Regions, Tanzania. Developed and managed a community participation and post-construction support component.

Conducted comparative study of how two donor-assisted rural water supply programs handled the political economy of Tanzania. Findings published in Public Administration and Development.
